The proposal provides that healthcare providers can be obliged to exchange certain data (at least) electronically, as long as there is a basis for doing so (such as the patient's consent). Requirements can also be set for the language used for data exchange, so that care providers can immediately understand each other. Finally, requirements can be set for the technology with which data is exchanged, so that the data exchange is not made more difficult by the fact that healthcare providers use different information systems.

Deze kwaliteitsstandaard gaat over de medisch-specialistische revalidatie die onder verantwoordelijkheid van een revalidatiearts wordt geboden, de revalidatiegeneeskunde. Medisch-specialistische revalidatie (MSR) omvat triage, diagnostiek, prognostiek, advisering en behandeling van kinderen en volwassenen met complexe, en met elkaar samenhangende problemen van het bewegingssysteem en aan beweging aanverwante functies, sensorische functies en pijn, mentale functies, stem en spraak. MSR is niet beperkt tot specifieke diagnosegroepen.
De aanleiding om deze kwaliteitsstandaard op te stellen was tweeledig. Op de eerste plaats was de nota Indicatiestelling medisch-specialistische revalidatie uit 2016 aan herziening toe. Daarnaast is in het Standpunt medisch-specialistische revalidatie, dat in 2023 is vastgesteld door het Zorginstituut Nederland, verzocht de indicatiestelling voor Interdisciplinaire medisch-specialistische revalidatie (IMSR) in een kwaliteitsstandaard te beschrijven.
